船舶装运硫磺须知

硫磺,分子式:S,粉状比重1.956,块状比重2.046,熔点为120℃,沸点为444.6℃,燃点为255℃,属于危险品;联合国编号(UNNO)1350,国际危规页码(IMDG CODF—PAGF)4174,危险类别为4.1类易燃固体;

特性:不溶于水,易燃;与大多数氧化物质,会形成爆炸性和极端敏感的混合物;遇火时,释放出毒性的、强刺激和窒息性的气体;对钢板等金属物有腐蚀性(尤其是在潮湿情况下);休止角35-40℃。

硫磺的运输,关系到船舶人员安全和货运质量,应予以高度重视,不得疏忽、麻痹。装运时,应严格执行以下规定。

1. 接到航次任务后,应召开相关人员会议,认真学习《国际危规》中有关规定及中远集团总公司《远洋船舶货运质量规章制度汇编》中《关于硫磺安全运输的进一步探讨》等相关文章,制定切实可行的安全措施,并严格执行;

2. 装运前的准备Preparation before shipment
2.1. 认真、彻底清扫货舱,做到清洁、干燥、无浮锈、无油漆皮、无剩余异物,使之达到完全适货(装粮清洁)的程度;确保一次性通过验舱。

2.2.3. 常用石灰水配比:熟石灰75KG、奶粉2KG、淡水200KG,搅匀后使用。

2.2.4. 石灰水应达到一定浓度。尤其是舱底板和靠近舱底板的舱壁处,浓度要尽量大一些,尽量降低硫磺对舱内钢板的腐蚀;

2.3.1. 喷涂前,准备工作要充分。应召开全船会议,做好动员工作,并备妥相关工具,做好人员分工。

2.3.3. 可用两个大桶调和熟石灰粉。配方:熟石灰粉75KG,奶粉1KG,淡水200KG,搅匀后使用(每个大舱约需300KG熟石灰粉)。再用一个空桶放一个台潜水泵,出水管和回水管可用皮龙管接,连接出口管可用细胶管,然后将调好的石灰水倒入桶内开动潜水泵,连接出口管可用细胶管,然后将调好的石灰水倒入桶内开动潜水泵,调好流量,即可喷刷;

2.3.6. 喷涂石灰水前后和装货前后均应拍照,作为装运资料。一旦货舱出现锈蚀问题,便于船东向货方、承租人提出索赔;如果是租船,且是第1次喷涂石灰水,船长一定要向承租人写出船长声明。

2.7. 验舱应一次通过,使货主、租家、验舱人员和有关方面满意,并取得验舱证书;

3. 硫磺的装运

3.1. 动员全船人员,思想高度重视。值班驾驶员和值班水手要认真监装、监卸、严格把关。

3.2. 装载硫磺时,有粉尘飞扬。部分港口(因货物污染海面)限制白天装货。为保证船期,可采用一边装,一边用喷水器喷洒淡水的方法,减少空气污染和硫磺粉尘飞扬;

3.4. 靠近机舱的货物应斜坡式装载,使其与后舱壁隔开;

3.7. 密切注视天气变化,雨雪天气及时关舱,防止货物受潮;

3.9. 货舱双层底燃油舱尽量不加温。如需加温,应先取得船长同意,并且必须安排专人负责监视加温情况。加温应控制至驳动油为止,油温应控制在50℃以下,或视危险货物的特性及积载情况相应地控制油温。油舱油少更加注意加温,严禁空油舱加温。(据介绍180燃油海温28—30℃可以不加温);

3.11. 卸货前,如天气允许,可提前打开舱盖;

3.13. 施放舱内硫磺挥发的气体,用淡水喷洒在货物表面上;

3.14. 卸硫磺时,必须切实加强防火工作,增派值班人员,加强24小时巡视;

3.17. (注:淡水对硫磺品质几乎没有影响,消防用水应用淡水;海水对硫磺品质有较大影响,如用海水灭火,易造成货损。)

3.18. 货物将要卸毕时,由于抓头触碰舱底,铲车摩擦舱底板,容易引起硫磺起火;要尽早发现、尽早扑灭(一般卸货方在船边有消防人员值班)。

(注:硫磺粉尘易引起呼吸道疾病,且当浓度达到一定程度时会引发爆炸事故。)
