1.the person who was to blame 是定语从句
the person 是先行词 ，who是关系代词，在从句中代指前面的先行词，作主语
2.to blame 为动词不定式，作was的宾语
A.定语从句是一类句型属形容词性从句，分*性和非*性两种，上例为非*性，与主句间不用逗号隔开，且只可以修饰先行词（pron. n.等），与主句关系紧密；而非*性要用“，”隔开，还可以修饰整个主句，与主句关系不紧密

the person who was to blame 应该受到责备的人
blame 是及物动词，一般用blame sb (for...).
但在习惯用法be to blame中表示被动意义：应该受责备。
eg:He is to blame .
blame 不用被动.
eg:He is to blame for the accident 他应在事故中负责.
